· Call to order
Chairperson Teresa VonCannon opened the meeting and welcomed everyone. Group introductions were made.
· Motion was made and accepted to accept the July minutes.
· Steve Nichols gave treasurers report, motion was made and accepted.
· Report is as follows: Balance as of 7/31/06, $16,683.91
· Motion was made to earmark $8000.00 of current funds for a subcommittee to make recommendations of how to disburse, we should keep less than $10,000.00 in funds to maintain a “non profit” status and stay in line with the advice of our accountant.
· The above mentioned subcommittee is as follows:

· The committee will have a recommendation for consideration at the Nov. 14th meeting in Wilmington.
· New Business
· NC 1-Call made a request for the NCUCC to reimburse the $1000.00 donation to help fund the Joint Conference in May 06. Motion was made and second and all were in favor to go ahead with the reimbursement to NC 1-Call. Check to be mailed attention to George Glenn. He will not be attending any of the upcoming NCUCC meetings to this check in person.
· Plan meeting schedule for 2007, as follows:
o January 19, 2007- Grandover Resort, Greensboro. Must register.
o March- Raleigh, PSNC Energy will host.
o May- Joint conference Myrtle Beach, SCUCC will host
o July- Hendersonville, Duke Energy will host
o September- Buncombe/Henderson/Haywoood UCC will host.
o November- Wilmington, Piedmont will host.
· Presentation:
Sheila Talton with Progress Energy had a very good presentation on a special moving of evaporator containers and the coordination work it took. Great job on all parties.
· Reports:
NCDOT- New TIP list is out for 2007, can obtain it off of website. www.ncdot.org/planning/development/projectmgmt/12month
Traffic Control Certification Program, utilities and contractors will be responsible for training their own employees.
Project costs being driven up due to utility relocating.
PMII process will help speed up process.
Turnpike Authority may become a reality in NC.
NC 1-Call- Mission is Damage Prevention, 1.5% increase in call volume.
Mapping database will change, updates to come later.
Titles change from Marketing Representatives to Member Liasons.
Doc Asbury new Member Liason for NC 1-Call
275 members using Positive Response.
NC 1-Call presentation of Positive Response, can call 1-877-632-5050 for updates and information on tickets.
811 will be effective in early May 07.
1 CSR fluent in Spanish on staff currently.
Next Board Meeting is Oct 20, 2006 at Lake Lure.
WEBTMS is the ticket management system purchased by NC 1-Call for the members to use, for more information contact Leslie Brady at the center.
15 current users and a couple others in testing.
Railroads- None were present, keep crossing agreements in mind, they have an expiration date.
Power Companies- No Reports
Gas and Gas pipeline Co.- Piedmont NG doing management restructuring, no other reports.
Cable and Telecom Co.- Bellsouth merging with ATT, Bellsouth and Cingular names will go away. Pending some approvals.
Contractors- No reports, they prefer January and February for meetings due to bad weather and minimizing downtime.
Locate companies- No reports
Local UCC reports-
Wake Co. did a breakfast recently, successful. Doing joint tailgate safety meetings with PSNC and Progress.
Buncombe Co. Welcome to mountains thanks for hosting.
Foothills, Contractors breakfast went well, did plaque for most improved contractor organization.
Davie & Yadkin Co. Doing cook out in Oct.
Mayland , last Friday of each month.
Rowan, Stanley, alternating place works well.
Henderson Polk, 3rd Tuesday each month at Duke Power.
· Next meetings will be:
November 14th Piedmont Natural Gas, Wilmington NC
